Giấc mơ biển kể về kỳ nghỉ hè của Tuấn, một cậu bé lớp 8 vùng biển được lên thành phố sống với gia đình người cậu. Tại đây, Tuấn trở thành nhân tố chính giải quyết những khúc mắc nảy sinh trong cuộc sống bằng tính cách hiếu động, thông minh của mình. Chính tính cách đó đã tác động một cách tự nhiên, không giáo điều tới cả những người lớn để họ có một cái nhìn mới về mùa hè của trẻ thơ.
Theo ê kíp sản xuất thì bộ phim được thực hiện với mong muốn làm nổi bật lên thông điệp "Hãy xóa những học kỳ 3 nặng nề, hãy trả lại cho tuổi thơ những ngày hè ngập nắng với những giây phút nghỉ ngơi thoải mái sau một thời gian học tập căng thẳng." Ngoài ra, Giấc mơ biển còn muốn nhắc nhở các khán giả teen về bổn phận làm con trong gia đình, nghĩa vụ của một công dân nhỏ trong xã hội.
Nói về bộ phim đầu tiên mà mình tham gia với tư cách là giám đốc sản xuất, cha đẻ của ca khúc "Vùng trời bình yên" - nhạc sĩ Hữu Tâm tâm sự rằng anh không gặp phải quá nhiều áp lực bởi bản thân anh đã rất quen với việc làm hậu kỳ, tiền kỳ cho các bộ phim truyền hình. Anh cũng đã từng nhiều lần tham gia sản xuất phim trong vai trò viết nhạc, chính vì thế mà nhạc sĩ này cảm thấy vô cùng tự tin. "Làm một bộ phim cho teen khiến tôi cảm thấy rất hứng thú và tôi mong khán giả, đặc biệt là các khán giả trẻ sẽ đón nhận bộ phim này", Hữu Tâm nói.
Giấc mơ biển được đạo diễn bởi Trương Dũng, với sự tham gia góp mặt của các diễn viên Trịnh Kim Chi, Thanh Trúc, Khương Ngọc, Hồ Trọng Nhân... Đặc biệt, phim còn được cố vấn, chỉ đạo bởi Nghệ sĩ ưu tú Lê Cung Bắc.
